The Punjab PCS Officers’ Association hosted the meeting of the Executive Committee of the All India Federation of the Northern Region

The Punjab PCS Officers’ Association hosted the meeting of the Executive Committee of the All India Federation of the Northern Region of State Civil/Administrative Service Associations on the 12th of Feb 2023 at Chandigarh under the aegis of Sh. Bhupinder Singh, Vice President (North) of the AIF, Sh. Shivdular Singh Dhillon, Secretary General, AIF and Sh. Lajvir Singh, Secretary Finance, AIF. The Civil/Administrative Service Associations of DANICS (Sh. Akhil Kumar and Sh. Naveen ), Haryana ( President Smt. Varsha Khanagwal and Gen. Sec. Sh. Parduman Singh), Himachal (President Sh. Suneel Sharma and Gen Sec. Sh. Shrawan Manta) and Punjab (President Dr. Rajat Oberoi SVPs Sh. Sukhpreet Sidhu and others) participated in the meeting where the following issues were discussed:

1. Issues related to the elevation of SCS to the IAS cadre including the regular occurrence of DPCs, proposal to the State Governments for opening of parallel channel of promotion for SCS officers in case they are not promoted to the IAS after eight years of qualifying period, various posts allotted to the SCS cadres in each state, and state specific issues were discussed in detail and it was decided to draw an action plan.

2. *The issue of lowering the pay scale to the entry level of PCS officers in the implementation of latest pay commission was hotly debated and the dubious steps taken to downgrade the superior service of the state beyond the mandate of pay commission was outrightly criticised.*

3. *Similarly, dilly dally attitude of the dispensation in not sanctioning of long due Dynamic ACP to 80 PCS officers being a source of heart burning in the cadre which is never promoted during the entire career and even elevation to the IAS is of only 40% of the cadre is without any financial benefits. It was also discussed that various pecuniary benefits have regularly been withdrawn from the cadre in the garb of some occasional letters issued by Finance Dept. which is not as per law.*
